We'd like to add the Insights tab to the ProjectLocale dashboards, with the contents similar to what we use on Team dashboards.

As the first step, it will contain the Translation activity and Review activity charts.

We already started collecting some of the required data (namely stats over time) as part of bug 1684056.

We'll need to collect some additional data (used to plot columns of the charts) via a script. See bug 1680055 for inspiration.
