Add an "Include" Filter Option at the Settings Level for IPs and Parameters

Description:

Currently, in Matomo, filters at the settings level only allow excluding values, but there is no option to include specific values. This limitation affects scenarios where users want to track only certain traffic, such as:

• Including traffic from specific IP addresses while ignoring all others.
• Tracking only specific URL parameters instead of excluding unwanted ones.

Without an "Include" filter, users must rely on workarounds, which are inefficient and do not provide the same level of control.

Steps to reproduce:

Navigate to the admin > Settings > Measurables.
Look for options to include specific IPs or URL parameters.
Observe that only options for exclusion exist.

What I got:
Only "exclude" filters are available, preventing users from specifying which traffic to include.

What I expected instead:
An "Include" filter at the settings level that allows users to:

• Include only traffic from specific IP addresses.
• Include only specific URL parameters for tracking.
• Set rules to define exactly which traffic should be processed.
