Tracking missions that failed or were never run

There is interest by the AUV operators to have missions tracked that failed or were never run. These directories exist on the SeafloorMapping share, but do not have ZTopo.grd files so are not being found by the SMDB load script. Now that the year/survey_tally.xlsx spreadsheets are being utilized by the load script, these surveys can be entered into the SMDB if they were to be added to the .xlsx file. Their *Notes.txt file should be made available, if one exists, their expedition names assigned to them (from the Notes file or reasonable proximity to other missions, if possible), and the values from the columns for vehicle (might be null), region, quality and quality comment should also be presented on the website. There may not be a Notes file, and likely no thumbnail.
