Can't Put Chemical Tank in the "Extra" Slots of Machines

Issue description

I am not sure if this happens with other machines, but with the purification chamber, when you try to insert a chemical tank filled with oxygen into its "Extra" slot, it won't accept the tank until there is at least 1 mB of space in its internal oxygen buffer.

Steps to reproduce

1. Get a purification chamber.
2. Get a chemical tank that has oxygen in it
3. Fill up the purification chamber's internal tank with oxygen with any way.
4. Try to insert the tank into the chamber, it won't accept it.

not a bug,this happens with every machine and is probably meant to be that way

Would be convenient if same type of chemicals and their tanks were accepted in the slots
