Osmium Compressor will not run above 200 speed

Issue description

Osmium compressor will not run if effect of speed upgrades goes above 200.

Steps to reproduce

1. Set Max Upgrade Multiplier in general config to 201 (or any number above 200)
2. Install 8 speed and energy upgrades into an osmium compressor.
3. Put in osmium and glowstone/refined obsidian dust
4. Notice how the osmium compressor refuses to run until you remove a speed upgrade.

Came across this while trying to figure out what was happening with this issue, and wanted to see if I could replicate this behavior in base mekanism.
