Some people have been complaining that a proposal shouldn't be live for trading yet: more kinks need to be worked out. It could be cool to add a pre-trading state to proposals so that you could affirm that you're definitely raising the proposal, and then collect feedback on how it could be improved in the first 1-2 days before trading.

Simplest implementation of this would be if we had say, the timelock program, and people were able to create timelocks with a set of instructions but not create the DAO proposal straight away. Then maybe they could show off the timelock instructions so that people could see what the proposal would do.
When it comes to actually creating a proposal, there's too much stuff that happens around creating conditional token vaults, creating AMMs or TWAP openbook markets, that including a pre-proposal stage in autocrat would be a hassle.
