Implement fast snapshot download which can be combined with --no-snapshot-fetch

Another thing that I was thinking is to build a snapshot downloader script/service that we could run before the validator to check if there isn't any snapshot there or if it's too old.
This way the download could be faster and we could also use "--no-snapshot-fetch"...
