Describe the bug

Steps to Reproduce

  1. Create a Python Application.
  2. Create a virtual environment.
  3. In SE, right click a virtual environment, You'll get the option of remove or delete.

Most likely due to changes in upstream: https://devdiv.visualstudio.com/DevDiv/_git/VS?path=/src/env/shell/UIInternal/Packages/SolutionNavigator/PivotNavigatorCommandTarget.cs&version=GBmain&line=440&lineEnd=441&lineStartColumn=1&lineEndColumn=1&lineStyle=plain&_a=contents

In today's build 17.9.0 Preview 2.0 [34315.162.main], Python Package: 17.0.23314.1, Deleting files in the project also displays abnormally.
