17.10.3 rollback to 17.6.4 due to error on startup from multi python project solution

I migrated from VS2022 version 17.6.4 to 17.10.3. But I rolled back again, since one of my multi-python-project solutions results in an error. See the error report here below.

Thanks for reporting the issue. This is a duplicate of #7930. The same issue has been reported a few times, we will investigate further to reproduce and address this issue accordingly.
