New Document Story Board

Description

As a technical editor, I'd like to the doc files named and in the correct location, in order to allow other contributors to work on separate documents at the same time.

Acceptance Criteria

• Should have an individual file per planned doc.
• Each doc should have a name that reflects the purpose

Also, here are a few points that need to be addressed:

1. No updates to README
2. No content in files

• Create overall template file
• copy to create individual doc file
• place in docs/ folder
• update individual work items with reference to corresponding doc file
