As I use VS Code wsl.exe command prompt window pops up all the time even though I don't use WSL nor do I intend/interested in using it. It wasn't occurring in earlier versions of VS Code, so must be some changes in the recent months.

Thanks for creating this issue! It looks like you may be using an old version of VS Code, the latest stable release is 1.96.2. Please try upgrading to the latest version and checking whether this issue remains.
