Deprecate tag colours in lieu of GDS colour options

Now that the GOV.UK Design System Tag component supports a glut of well-tested colours, we can deprecate the MOJDS Tag component (which just provides some additional colours).

For now we should just mark it as deprecated and note in the documentation to use the GDS component. We also need to decide when we can remove it from the MOJDS.
