As an admin, I'd like to be able to use Google Tag Manager (GTM) to track site usage with Google Analytics and other tools.

We have installed GTM on xpro.mit.edu, but not yet on any of our open edX installation.

Acceptance Criteria:

GTM ID should be set in an environment setting
GTM tracking should work in MFEs as well as legacy templates
