3play returns blank transcripts when we attempt to download a transcript with an incorrect media id

We had a missmatch between the THREEPLAY_API_KEY and the THREEPLAY_PROJECT_ID on rc

As a result we uploaded videos to the main account but attempted to download them from the sandbox. Instead of erroring, this created transcript files in s3 which just said “No public media file found for project with the provided params.”. In Studio, it looked like the transcription was successful.

I think this issue only happens when the 3play media id that studio has for a video doesn't have a match in the project at all.
