Add menu for changing epoching

This is not a hard requirement for v0.1 (this can be done through command-line and menu-driven would require lots of checks) - but should be available soon.
More generally - there is no GUI for changing database properties.

You mean a pop up menu where you can enter new epoching/filtering/filepath info?

1. The menu for changing epoching was more or less done as you remember from the Nencki presentation. But needs to be tested and should test itself for epoching changes that require changing other eegDb fields apart from epoch
2. GUI for choosing what to change (filtering, epoching, bad electrodes etc.) will be based on fuzzy_gui (with some additions)

This requires:

• integrating ICAw_gui_epoch with winreject
• integrating ICAw_gui_epoch with ICAw_set to check for potential conflicts ( ICAw_set and ICAw_get #50 - this will take some time before set and get are ready)
