implement smart tun network interface

I remember orion speaking about a feature he wanted to add in his original i2p router, a tun network interface that translated tcp/ip to streaming over i2p, udp/ip to datagrams over i2p and icmp/ip to i2ping (not just a simple throw ip packets over i2p tun interface).

Should be a client thing in any case. Personally, I'd wait until we agree on #98. If we get a good core API, it should be easier to add this as a client component.
