Likely late Q1 of Q2 2025, revisit README in https://github.com/ncihtan/htan-linkml

Develop README similar to the structuring of the HTAN1 data model README (https://github.com/ncihtan/data-models) to capture details on license, files, citation, release process, semantic version (agreed on the in #462 )
