v_accordion with nested h_tiles has surprising behavior

I cant tell if this is a bug or intended behavior but the layout I have looks like this:

<v_accordion>
  <arc>
  <h_tiles>
     <v_accordion>
        <ghostty1>
        <ghostty2>
      </v_accordion>
      <ghostty3>
  </h_tiles>
</v_accordion>

and Im focused on arc and I press alt j to go down to the h_tiles I expected to see both panes pop in but only ghostty3 pops in and I have to go alt h to make the left side pop in then alt k to make the second tile pop in.

Am I doing something wrong here? Video attached where you can see what is happening. In the first couple seconds I switch the top level v_accordion from v_accordion to v_tiles so you can see the layout better.
