Add items to config file to allow operator to enter information like projection 

Sample data: TBD

We need more sample data sets to test a larger variety (Lisa needs to find out if we can create a large number of data sets in EDB or not)

Acceptance criteria:
If we ingest any NetCDF file (not NSIDC or CF compliant) we can still generate UMM-G
