Extend MetGenC to read CSV

SNEX23_SSADUCk V1 and IRWIS2DUCk V1 have been set up as sample data sets that are needed for this and other upcoming issues.

SNEX23_SSA has CSV files and point locations
IRWIS2 has CSV files with flight lines. In a first step these files should be ingested using a simple bounding rectangle that encases all lat/lon from the flight lines.
