Merge changes made in the original repo (buefy/buefy) from b6233b9 to v0.9.28.

Why Buefy need this feature

Because a lot of updates and fixes have been made in the original repo (buefy/buefy) since we departed from b6233b9, and most of them are also relevant to this fork.
