__current_path should use ~ for paths in home directory #2

Currently, __current_path in fish_prompt.fish is using pwd as the current path. In the oh-my-zsh bira theme, paths in the home directory use ~.

This would help reduce the length of the prompt, as well as better match the original bira theme.
