Error: no submission data found in services.celery_forest.celery_run_forest is being reported when it shouldn't

I have been seeing this beforehand, but it is definitely happening on the forest updates branch I just created and tested

There is no stack trace and tbh that code catching the errors in the celery runner and reporting them may not work as intended, I didn't think you could catch BaseException, but I definitely wrote that code....
