portal callback能否修改为metric级别，报警屏蔽能否支持metric级别屏蔽 #22

1.portal的callback现在是模板级别，用起来不方便，希望能支持按每个metric配置callback
2.报警屏蔽，现在只支持机器级别的（机器设置maintain时间），屏蔽范围太大，希望能支持metric级别的屏蔽
