Pair K8sNativeValidation CEL cost enforcement engine with VAP CEL cost enforcement

Let's make sure that we are following default cost enforcements used by VAP in k8s - https://github.com/kubernetes/kubernetes/pull/127302/files to make sure transitioning from k8snativevalidating engine to VAP does not render CEL written for CT logic in error or not able to be compiled due to cost enforcement being stricter on VAP.
