Deprecate the batch processor #12022

This is a long term direction that the project is taking to eventually deprecate the batch processor.

Folks on the project have started to introduce better ways to batch data, and we will continue to invest in batching in new forms.

This issue is meant for signaling the direction of the project and make sure we do not surprise any users with this direction.

At this time, there is no timeline for deprecation but this issue will be updated as the new solutions mature.

The following work needs to happen before we deprecate:

benchmark
stabilization of new approach
deprecation of old processor, with documentation
blog post

The new way for batching is on the exporter side. The work is tracked in #8122
