The word of Submit new issue might be outdated in a contributing/issues page. #6198

What needs to be changed? Describe the update that is required.

When I was translating a contributing/issues page into ja, I might have found a slight mistake.

In https://opentelemetry.io/ja/docs/contributing/issues/#reporting-an-issue, the sentence of Click Submit new issue. appears but I think that this button's word has already changed.
Create is in the button as a bellow image.

What is the name + path of the page that needs changed? The relative path
and page title where you found a problem.

If it is correct, I want to create a PR to fix it.

Additional context: anything else you can think about that would be helpful.

GItHub's official document might be also outdated.

Hi @Msksgm! I think you're right! Please go ahead and submit a PR to change the English version of the OTel page so that step reads "Click Create."
