We need to fix the editorial process/team first but we want to consider multilingual requirements of site at two levels:

Basic frontend
Content

Frontend is easy enough - content really needs some thought re: editorial process. Leaving this here for now: https://gohugo.io/content-management/multilingual

Items do need some front matter like “supported-languages: en, jp “
