Upgrading urllib3 dependency to >= 2, <3

👋 Hi everyone!

We've been discussing upgrading the urllib3 dependency version range on this SDK but we wanted to check the pulse of the developer community before making any changes.

We have maintained support for >= 1.25.11 versions of the dependency for legacy considerations, but keeping this support in place presents a number of challenges. We want to bump the dependency range from the current >= 1.25.11, <3 to >= 2, 3 to ensure only modern and supported versions of the dependency are being used.

If you are actively using the SDK and have a hard requirement on a maximum version for the urllib3 dependency, please comment on this ticket with your use case, and we'll try to find a solution.
