Some definitions are pulling from definitions specific to another chapter/topic #11

The rollover definition for 'permit' listed on this Awnings construction – Maintenance shows a definition specific to the distribution of frozen desserts in a completely different chapter of the code:

The same issue is happening with the definition of 'user' - seen on the code Preface:

Just found another one - the definition of 'equipment' seen on the Elevators of special character in Building Infrastructure is pulling from the definitions in the chapter about Food Establishments: screen shot 2016-01-11 at 2 15 40 pm

I've improved this, but it's not perfect. We make assumptions based on the language used in the definitions themselves as to what they apply to. Unfortunately, many of the definitions in Chicago's code do not list what the scope of those definitions is, so we can't limit what they apply to (again, because in some codes they are globally applied and in others they are not).
