Change link to Issue Tracker on Developer Resource page

On the Developer Resources page, there is a link to the Commotion issue queue, except that it goes to the general Open Tech Institute organizational issue queue.

Since there are a lot of projects in the organization, it makes more sense to point the link at a specific Commotion issue queue.

The link to the Issue Tracker is currently this:

Change the link to point at a specific Commotion issue tracker such as:
https://github.com/opentechinstitute/commotion-router/issues
