Add Root Dividend Claiming System

Overview

Add support for the new root dividend claiming system, allowing users to manage and claim their accumulated dividends through BTCLI.

Chain Functions

To use

  • root_claim(): Claims accumulated dividends (has associated fee)
  • set_root_claim_type(u8): Sets dividend type
    • 0: Swap to TAO
    • 1: Keep as Alpha
  • SubtensorModule.set_root_auto_claim(bool): Toggles automatic claiming
