Question about pnpm workspace

Why only webapp and server packages is mentioned in pnpm-workspace.yaml file
Why other package like form-renderer, answer-utils are not mentioned

Adding these packages to the workspace would significantly increase the Docker image size. Therefore, submitting them to an npm registry would be a much better approach.
