Fails on first run:

Users must provision CMEK on a resource prior to configuring CMEK for it or its children. Please call GetCmekSettings for
projects/plt-lz-audit01-tff4-nonprod to generate a CMEK service account and use IAM to grant the returned service account
encrypter and decrypter roles for the KMS key(s) that you are configuring, then try again.
