Feature: Show entity annotations on bar charts #4244

Core problem

We sometimes show data from countries which use different definitions. It’s currently possible to briefly describe these definitions in annotations on line charts (e.g. below).

But the annotations aren’t visible in discrete bar charts.

I think the lack of this makes us uneasy to show comparisons between countries that use different definitions, so it could open up more uses for us.

Proposed solution

We could show the entity annotation on bar charts, below the entity name on the left.

Alternatives

We could show the entity annotation on the right-hand side of bars, similar to the "in 2022" shown above. But that could be a bit weird for cases where the entity name is already long.

We chatted in issue triage about this. Our hunch is that the best way to do this is to show the note inline if it is only one line. If the note turns into multiline charts then we could show a small (i) icon that displays the note on hover. In exports they could behave like DoD notes.
