Report OpenScanHub results

To make the OpenScanHub integration useful, we need to report the results back to the user.

For that, we need to:

• Set up fedora messaging configurations openscanhub/fedora-infra#3
• listen for the messages
• Implement OpenScanHub initial reporting #2543
  • might be possible to integrate with GitHub security tab (as mentioned here, an interesting discussion also here)
• View for OpenScanHub results dashboard#441

And some follow-up enhancements:

• Add configurations for CI to fail on OSH scan failures and new findings #2515

The key functionality is now available and we no longer consider the OSH integration as a prototype.

I am closing this epic as done, further enhancement will be planned and worked on based on the demand.
