Pandas version checks

  • I have checked that the issue still exists on the latest versions of the docs on main here

Documentation problem

Upcoming v.1.5.0 changes min package recommendations, but these recommendations have not been updated in the install document.

Suggested fix for documentation

Min package versions in doc/source/install.rst consistent with those recommended in doc/source/whatsnew/v1.5.0.rst.

This is an improvement because documentation of recommendations should match the actual recommendations

(Noticed the above problem as part of a separate PR allowing optional extras_require package mgmt. Apologies if there are non-commited PRs for the 1.5 milestone that fix this already, but discussion in (issue 39164)[https://github.com//issues/39164#issuecomment-1179139427] suggests not)
