Use persistent database for drip storage #335

Drip storage is used to validate daily quotas per addresses.
Currently, it's an sqlite database, that's being dropped on every deployment.

While we could simply replace it with persistent sqlite, I suggest to move to postgres right away, as a fisrt step to #278
