secrets.GITHUB_TOKEN
だとGitHubの仕様上、CIが動かないので別のtoken使ったほうが良い。

現状だと、無理矢理botのpull req branchに毎回pushしてCI動かすか、CIしないままmergeしてmerge後に壊れるのが発覚することになる
(この前それで壊れてた)
