If a report is an amendment, we should have a standardized way to record that. We should also probably figure out a way to mark if a report is "the report of record."
Example: If I want to calculate total contributions and total expenditures via reports, I would want to retrieve reports that provide the most updated info while ignoring reports that have been replaced by amended reports (to avoid double counting of numbers)
