Medium to large hydrogen thermal RCS thruster that has Ve+thrust that is proportional to the systemheat heat output of the reactor it's on the loop of.

This would be quite helpful for larger ships that limp along with high efficiency hummingbird thrust RCS, or chug along with low efficiency high thrust archaic chem RCS, and prevent having to carry around five different types of fuel just to get along.

Optional extras:
Mass flow rate slider that would trade thrust for efficiency or vice versa.
Multiple propellant options for versatility (water being the one in mind to allow for simple ISRU+storability)

I am not intending to implement this. The simple answer is because SystemHeat has no concept of 'consumption' in a loop and it would be significant

The more complex answer is that this would become a slippery slope to more feature creep.

I will leave this open in case I ever feel like taking this on in the future.
