Address the following issues

Difficult things like cloud scooping are low-reward
Fusion reactors are highly parasitic loads on DV when running constantly
Refrigeration cost for cryogenic tanks are often somewhat painful
Functional usage of capacitor-driven engines that shutoff at high loads has a painful UX - consider something new
Resource mining and conversion are not well tuned
