Nuclear Jet Engines not Achieving Posted Thrust

I've been trying to incorporate the nuclear jet engines into an ssto and I've noticed their thrust doesn't seem to be impacted by altitude or velocity, but rather stuck at their rather low stationary thrust, which makes them pretty difficult to use for their weight. Normally I would just avoid the part but they have a much higher posted thrust at high mach speeds that would be nice to use and it's making me think that this is unintentional.
