Clarify relationship to usagov/vote-2016

Hi there!

I recently submitted a PR to usagov/vote-2016: usagov#2

But then I realized that I didn't know which repo to submit PRs to: that one, or this one.

Both have the same name and point to the same production website.

But which repo's code is actually being pushed up to production?

Clarifying this in both READMEs would be useful for potential contributors.

Hi Alex, I'm not 100% sure which repo has the currently live vote.gov. The soon-to-be-replacement for the current vote.gov is at https://github.com/18F/vote-gov . Would you like me to make a PR for the updated Kansas link there? Or would you like to do it? (Perhaps to the staging branch)? Thanks much for the help! Jake

I don’t know about the current vote.gov http://vote.gov/ (i.e. which repository to fix). I’ll let you know when I know more.
