Error during upload may leave system in inconsistant state.

I was uploading a zipped file when I got the application timeout error. When I went back to try and submit it again, I got a task is already submitted edit the deliverable, but there was no edit option only a create one. So I was stuck for a bit. I tried a couple of minutes later and it worked eventually.
