Alter effort log notification schedule

Students are indicating it is sending it out too early and if you enter anything, it then doesn't send you any reminders.
The suggestions I got were

1. 24-48 hours before due date.
2. If you have entered a value, a reminder about the last chance to update your values.
3. A final reminder about 24 hour grace period expiring.

Will initiate a pull request now...
We will need to update the Heroku scheduler so that it will run the new rake that i have added for the expiration of the grace period...
