[BUG] Concurrency and parallelism is low for fuzzing templates

Is there an existing issue for this?

• I have searched the existing issues.

Current Behavior

Even with high -bs, -c and -rl values, the fuzz templates seem to be capped at lower 250rps limits

Expected Behavior

Should follow custom limit

Steps To Reproduce

Run with above flags, large input list and fuzzing template with -stats and observe rps
