When you leave off the .json file extension on a bill request (for example, https://api.propublica.org/congress/v1/114/bills/hr4498), the response is returned in JSON format, but the Content-Type header is application/xml; charset=utf-8.
This isn't a huge deal, but it should probably show the correct format.
