Implement QA gem for program and degree controlled vocabularies

ETDA is our authority on program and degree names. These terms are imported from LionPath, or added manually by admins. We would like external apps to be able to easily pull these controlled vocabularies – especially ScholarSphere. This gem: https://github.com/samvera/questioning_authority provides a simple engine to create REST endpoints for disseminating controlled vocabularies. We should be able to use this to create an endpoint for program and degree names. Also, program and degree names are public information, so these endpoints do not need to be behind authentication.
