Create alerts for LionpathExportWorker Job

We've had some Jobs fail in a way that LionPATH is never alerted – During small windows of time (24 or less) LionpathExportWorker jobs in Sidekiq return the message RuntimeError: Unauthorized. These errors do not show up in the LionPath logs.

Ideally, we'd have an alert that lets us know if we get Sidekiq errors of this type. That way, we can rerun them when the system is back up, or, failing that, update LionPATH manually.
